Some help with my magic?

I’ve got a story set in the modern world where there’s a hidden part of society. There’s magic there, but its highly regulated. I don’t want it to be possible for people to learn it easily. How would you go about making a magic system where no one can just ‘pick it up?’ (I don’t want to do the whole born-with-it thing because I seriously can’t stand that trope ><)

The magic in my book is “the right thoughts in the right order”. In theory, anyone can learn how to do it. In practice, few have the self-discipline and patience to learn. You generally have to learn (or start learning) before you reach adulthood, because after that, your mind is too set in its ways to adapt to new ways of thinking.

Other possibilities…

- You need some physical object (like a wand!) to cast spells. Manufacture and distribution of these objects is tightly controlled.

- Magic is powered by some sort of fuel that a person uses up as they cast spells. It could be something you eat, or pixie dust (throw it into the air when you cast a spell), or maybe your wand has a reservoir for it. The people in charge control the supply. It might be something that occurs naturally, or it might be manufactured. There could be a black market in the stuff, or some rogue wizard might be trying to work out how to make his own.

- Magic comes from certain places, and to be able to use it, you have to visit one of them. You receive a certain amount of power from that, and/or you have a certain amount of time in which you can cast spells. These places are heavily guarded, and if the people in charge don’t want you using magic, you don’t get in.

- Magic is keyed to the individual, and spells have to be customised for that person’s mind or DNA profile. Spells for two different people might do the same thing, but the words would be different (assuming you cast a spell by saying a special string of words). A spell created for one person does nothing, or backfires, if another person casts it. Working out the right string of words for a person to cast a spell is sufficiently complicated that only the people in charge can do it. That means the PIC not only decide who uses magic, but which spells they can use. If spells are locked to the person’s DNA, that allows identical twins to cast one another’s spells. As your story is set in the modern world, conceivably a rogue wizard could use a computer to work out new spells for himself.

- (Combining a couple of the ideas) Spellcasters have a physical object (manufacture and distribution tightly controlled), but this isn’t what allows them to cast spells – it allows them to work out what magic words they need to use to cast spells. The user needs a password or some special setting of the controls to make the device work. The PIC change the password regularly, so if they want to stop someone from using magic, they stop telling him the new passwords. Optionally, everybody gets a different password. Or telling the new password to somebody who doesn’t already have it is a serious crime.

Damn… now I want to write a story with all of those in…
